Great observation, Kim! I'm betting that whoever asked Wales to be a judge is very pleased with him/herself. This gives Wales some recognition as a big shot without having to make him officially a a Hall of Famer.
Recall, though, that if this honor keeps renewing itself annually. Wales will get in eventually. In the Rock 'n Roll HoF, there's a place for everybody ultimately, even people who don't play rock 'n roll. So there's plenty of time for Wales to be added once his tenure is done and people cease to care who gets in.
