I agree, and fully agree with Mary's premise. I think not only are there going to be shifts in the IT jobs to more informatics and connectivity, but also the changes in the job structure itself.
As Mary points out there will be competition as well as new scrutiny to look at cost effective ways to meet the IT demands. I think this will result in some permanent changes.
I believe these changes may be new opportunities for IT. I think we will see more work done on "Contract" basis and smart IT can build a network either for one or more companies. The changes that have taken place are too fundamental to go back to business as usual when the economy does start growing again.

Like those of all analysis firms, Gartner's figures are meant to be starting points for big companies who do their own research. I'm not sure that clients always take the figures at face value.
IMO, I think Gartner's message is laden with hype. But the kernel of truth is there: IT's job is more a balancing act than ever, as LOBs fight for their share of the IT resources, and within IT priorities must be set. Add to that the downward trend in internal employment, and you've got one heck of a challenge.

Mary, the priorities you have mentioned tells me two things...
Business priority - "Business process improvement" = operational efficiency meaning improving bottom line
Top technology priority - "business intelligence" = know more about your customers, sales, products, risks, market, competitors, etc., so you can come up with new disruptive product or cross sell or up sell opportunities meaning new top line
For me, any successful business should have prorities aligned to improving bottom line and new top line to stay successful for a long haul. We just call new names and terminologies, but they are just the same and the correct justification.
Now Gartner obviously has to make money by selling these reports every year has to tweak their reports that sound relevant to keep their bottom line going :)

So, people will have their jobs affected by the economy. Also there is a need for soft skills. The only thing they left out is that an IT professional is a "Change Agent" as all the textbooks said in 1993. I guess that buzzword fell out of favor. Now it is Business Intelligence, which has changed its meaning 5 times in two decades as well.
